The Balsillie School is proud to congratulate Master of International Public Policy student Fabrice Blais-Savoie, who has been named one of the winners of the International Policy Ideas Challenge 2025.
Managed by Global Affairs Canada in collaboration with the Social Sciences and Humanities Research Council, this annual initiative celebrates Canada’s emerging policy leaders by inviting graduate students, post-doctoral fellows, and early-career researchers to propose innovative solutions to pressing international policy challenges.
Fabrice’s winning proposal, “Mapping Data Infrastructure: The First Step to Operationalizing Data Sovereignty,” presents a forward-thinking framework for understanding Canada’s strategic role in the global data ecosystem. His research addresses the complex interplay between trade, security, and technology, with a particular emphasis on the implications of artificial intelligence and data governance for Canadian defence and economic policy.
In addition to this achievement, Fabrice has joined CIGI’s Digital Policy Hub as a Fellow, where he is continuing to advance research on digital infrastructure, data sovereignty, and the governance of emerging technologies.
