Culture in the Multilateral System: The Case of Article 16 of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions

Why is it difficult to implement initiatives relating to culture in the multilateral system? Patricia Goff uses implementation of Article 16 of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions as a case study to explore this question. She shares insights from recent participation in UNESCO discussions on Article 16 implementation. This is a timely conversation coming just two weeks after the UN Pact for the Future vows to “protect and promote culture and sport as an integral component of sustainable development” and the G7 Culture Ministers issue a declaration calling for “full recognition and integration of culture and the creative economy into the development processes and policies” and promise to “promote the inclusion of culture as a standalone goal in future discussions on how to advance sustainable development beyond 2030.”
