Colleen Loomis is Associate Professor in the Balsillie School of International Affairs. Her expertise is in education quality. She works locally and internationally with all levels of education from early childhood education through higher education, in impoverished and privileged circumstances, and in contexts of emergencies. There is always a focus on linking community, schools, government, and non-governmental organizations (NGOs) to address contemporary challenges. As a research methodologist and thought partner, she contributes to the design, implementation, and analysis of research that has implications for education policy and funding. She has conducted field research in Africa, North America, The Republic of Laos, Europe, and the Caribbean.
Dr. Loomis has received over $4 million in grants and has published over 60 journal articles and book chapters in addition to more than 20 technical reports, including several education-related program evaluations.
Dr. Loomis holds a Ph.D. in Human Services Psychology from University of Maryland Baltimore County (2001). She was a Postdoctoral Scholar at Stanford University Medical Center and Veterans Affairs (2001-2003), and a scholar in residence in the International and Comparative Education program at the University of Geneva, Switzerland (while on sabbatical in 2008). At the University of Geneva, she continues to contribute to the Geneva Summer Schools program in International Education Policy and Governance and Higher Education in Emergencies, and she is on the advisory committee for the Master of Advanced Studies in International Education and Research.
