Guiding Frame for Emerging Dual-Use Technologies

Barry Sanders and Tracey Forrest are developing a comprehensive guiding frame for emerging dual-use technologies, with “dual-use” referring to combined civilian-military applications and “emerging” referring to nascent development and applications as being substantially unrealised. In particular, the underlying tension of balancing societal need for disruptive technologies with geopolitical risk needs to be considered in developing policies and regulations for these future technologies.

About the Speakers

Tracey Forrest is research director of transformative technologies at the Centre for International Governance Innovation (CIGI). Her experience spans renewable energy to quantum technologies and has included working with multi-sectoral partners to accelerate the transition from a laboratory curiosity to an impactful device. At CIGI, she leads a network of researchers focused on opportunities and challenges relating to the evolving interface of transformative technologies and international governance. Tracey is a professional engineer, adjunct professor at the University of Waterloo and former board member of technology and environmentally focused organizations.

Barry Sanders’ research includes quantum science and technology and guidance of emerging dual-use technology, and he is Scientific Director of the University of Calgary’s “Quantum City”, tasked with building a quantum innovation ecosystem, and a Senior Fellow with the Canadian Centre for International Governance and Innovation. Prior to returning to the University of Calgary in 2003, he was professor & Head of Physics at Macquarie University and has held distinguished international visiting positions in several countries. Sanders is an expert mentor for the Creative Destruction Labs in Toronto and Calgary, advisor for CERN’s Open Quantum Institute and for the Google-GESDA quantum computing XPrize, co-lead of the Canada-France CNRS International Research Network, a member of ISO/IEC quantum and nano standards bodies, evaluator and panelist for funding agencies in several countries, a member of two journal and one book series editorial boards, and has been chair for numerous conferences. He has trained around 100 graduate students and postdocs, some of whom are highly respected academic and industry scientists.
